The Benefits of Playing the Lottery

While many nonplayers view lotteries as a losing proposition, legislative leaders recognize the tax revenue that these games provide xstd. This fungibility allows government representatives to shift money around with a perceived ‘fair’ return. In turn, this maintains the impression of effective earmarking. Roman emperors often held lotteries to distribute slaves and property. In ancient Rome, lotteries were popular forms of entertainment during dinner, and they raised significant amounts of money for the building of roads and canals, courthouses, and public works projects.

The United States is home to forty state-run lotteries. Most of these are monopolies, meaning that the lottery is not competitive and their profits are used to support government programs. According to the NGISC, lottery revenues constitute only a small portion of a state’s general revenue. This figure is only slightly more than 0.6%, which is still quite a small percentage compared to income and general sales taxes. This is the most lenient and effective way to fund a state’s programs.

The first wave of gaming activity occurred during colonial America. Between 1744 and 1860, there were approximately 200 lotteries in the Northeast. Most of them raised money for public projects, including roads, colleges, and libraries. Princeton and Columbia universities began selling lottery tickets in the 1740s and the University of Pennsylvania conducted an Academy Lottery in 1755. Some colonies used lottery proceeds to build dormitories, and Harvard University waited until 1768 to get approval to run a PS3,200 lottery.

NASPL recently released its latest statistics for lottery sales. In the fiscal year 2003, Americans wagered $44.65 billion dollars in state and federal lotteries. This increase represents an increase of 6.6% from the prior year and marks a steady upward trend in lottery sales. However, there are many questions regarding the benefits of playing the lottery and the potential for financial gain from it. And although NASPL reports that there is a great deal of controversy surrounding the lottery, the numbers are still remarkably high.
